The MOTD has a requirement from season 3 that each club is required to meet a minimum of 60 minutes per game played by players 21 and under for senior games. 

This rule will be averaged over the season, so the total played must be the number of games played in the season times 60 ( e.g 22 games x 60 minutes is 1320 minutes) and not on a game by game basis. So zero minutes one week and 120 the next is fine. 
Failure to be compliant at the end of the season will result in the club being fined and its effective youth academy rating being reduced for the following season.
